OCCD is notable in Florida for being a county government department rather than a sheriff-run operation, a structure it shares only with Miami-Dade. OCCD is a department of Orange County government, not an arm of the sheriff's office. This unusual structure (shared only with Miami-Dade among Florida's 67 counties) means jail operations, detention programs, and inmate records are handled separately from law enforcement. The Orange County Sheriff makes arrests, but those arrested are turned over to OCCD for booking and custody.

Arrestees are processed through the Booking and Release Center (BRC) on John Young Parkway, where intake, classification, and first appearance court all happen under one roof. Inmates are then housed at the Main Facility, Female Detention Center, or other specialized units based on classification.
Opened June 30, 2006, the BRC is a 300,000 square foot, $72 million complex that centralizes arrest processing and court functions. Three courtrooms inside the facility handle first appearance hearings on-site, with dedicated space for the judiciary, Public Defender, and State Attorney. The BRC includes a full medical clinic, pharmacy, and a specialty mental health unit. The Orange County Clerk of Courts staffs the facility 24 hours a day.
The traditional jail facility commonly known as the "33rd Street Jail." The main housing unit for male inmates at all custody levels, from minimum to maximum security. Houses pretrial defendants and sentenced inmates serving county time (364 days or less under Florida law).
Dedicated facility for female inmates. As of November 2023, the Female Detention Center was the first OCCD facility to roll out Smart Communications electronic messaging, allowing inmates to receive emails and photos electronically. Physical mail is still accepted. The roll-out to other OCCD facilities has been phased in.
OCCD's remote and onsite video visitation center for inmate visits. Approved property items (legal documents, limited clothing for upcoming court dates, etc.) can also be dropped off at this location 7 days a week between 9:30 AM and 8:30 PM.
